Relations between Russia and Cyprus
The Republic of Cyprus established diplomatic relations with the USSR on August 18, 1960. On April 7, 1992 it recognized Russia as a state continuator and successor of the USSR.
The relations between Russia and Cyprus are traditionally friendly due to coincidence or proximity of our positions on the most urgent international issues as well as Russia's commitment to the soonest achievement of a just and comprehensive settlement of the Cyprus problem.
Comprehensive development of the Russian-Cypriot relations was encouraged by contacts between heads of the states. The first working visit to Moscow of the then President of the Republic of Cyprus Mr.George Vassiliou took place on October 27 – 30, 1991. On October 15, 1992 he paid his second visit to Russia.
On May 8 – 11, 1995 the President of the Republic of Cyprus Mr.Glafcos Clerides visited Moscow to attend celebrations of the 50th Anniversary of Russia's victory in the Great Patriotic War. On July 11 – 14, 1998 he visited Russia as an honored guest of the Mayor of Moscow and was received by the President of Russia.
On September 7, 2000 Mr.Vladimir Putin and Mr.Glafcos Clerides had a private meeting in New York during the Millennium Summit.
On May 30 – 31, 2003 the President of the Republic of Cyprus Mr.Tassos Papadopoulos visited St.Petersburg in order to participate in the EU-Russia Summit as well as to attend celebrations of the 300th Anniversary of the city. On January 21 – 23, 2006 he was in Russia on an official visit.
OnNovember 18 – 21, 2008 the new President of the Republic of Cyprus Mr.Demetris Christofias paid an official visit to Moscow.
Cooperation between ministries and departments of the two countries develops actively.
The first visit of the Minister of Foreign Affairs of Russia Mr.Igor Ivanov to Cyprus on October 11, 2000 was an important event in the history of our bilateral relations.
The official visit to Moscow of the then Minister of Foreign Affairs of Cyprus Mr.Ioannis Kasoulides took place on August 28 – September 1, 2001.
On May 30 – 31, 2003 the Minister of Foreign Affairs of Cyprus Mr.George Iakovou visited St. Petersburg in order to attend the celebrations of the 300th Anniversary of the city. His working visit to Moscow took place on April 18 – 20, 2004.
The Minister of Foreign Affairs of the Republic of Cyprus Mr.George Lillikas was on a working visit to Moscow on April 9 – 11, 2007.
On December 9 – 10, 2007 the Minister of Foreign Affairs of Russia Mr.Sergey Lavrov paid a return visit to the Republic of Cyprus.
The new Minister of Foreign Affairs of Cyprus Mr.Marcos Kyprianou was in Moscow on official visits on June 8 – 10, 2008 and on February 12 – 13, 2009.
The last visit of Mr.Sergey Lavrov to Cyprus took place on November 4, 2009.
Interaction between the law enforcement authorities of Russia and Cyprus is broadening. The Agreement on Cooperation between Federal Financial Monitoring Service of Russia and the Unit for Combating Money Laundering of the Law Office of Cyprus (MOKAS) was signed in November 2004.
On May 24 – 27, 2006 the delegation of the Constitutional Court of Russia, headed by Mr.Valery Zorkin, visited Cyprus, and on October 16 – 18, 2006 the Prosecutor General Mr.Yuri Chaika was in Nicosia on an official visit.
Return visits of the President of the Supreme Court Mr.Christos Artemides and the Attorney General of the Republic of Cyprus Mr.Petros Clerides to Moscow were held on June 15 – 19 and October 1 – 3, 2007.
Contacts between other ministries and departments are taking place on regular basis.
The inter-parliamentary relations develop rapidly. In March 1997 the delegation of the State Duma of the Federal Assembly of the Russian Federation, headed by Mr.Gennady Seleznev, visited Cyprus. The Protocol on Cooperation between the Federal Assembly of the Russian Federation and the House of Representatives of the Republic of Cyprus, which determines the main directions of parliamentary cooperation, remain in force. The delegation of the House of Representatives of the Republic of Cyprus, headed by the President of the Parliament, visited Moscow in June 1997.
The delegation of the parliamentary group of the State Duma responsible for relations with the Parliament of Cyprus visited Nicosia on March 26 – 30, 2003. On April 9 – 10, 2003 the then President of the House of Representatives of Cyprus Mr.Demetris Christofias was in Moscow on a working visit.
OnJune 25, 2007 Chairman of the State Duma of the Federal Assembly of Russia Mr.Boris Gryzlov visited Cyprus.
The President of the House of Representatives of the Republic of Cyprus Mr.Marios Karoyian visited Moscow on October 24 – 29, 2009.
Russian and Cypriot parliamentarians actively cooperate in the framework of inter-parliamentary organizations, including the Council of Europe.
The relations between Russia and Cyprus rest upon a solid legal base which numbers more than two dozens of agreements. The Intergovernmental Protocol on the Inventory of Bilateral Agreements entered into force in 2002.
During the last visit to Russia of the President of the Republic of Cyprus Mr.Demetris Christofias the Joint Declaration on Further Intensification of the Relations of Friendship and Comprehensive Cooperation, the Agreement on Cooperation in the Field of Health and Medical Science, Memoranda on Cooperation between the Ministries of Justice of both countries, on Understanding between the Federal Financial Markets Service of Russia and the Cyprus Securities and Exchange Commission, the Joint Action Programme between Rostourism and the Ministry of Commerce, Industry and Tourism of the Republic of Cyprus on the implementation of the Agreement on Cooperation in the Field of Tourism, as well as the Agreement on Cooperation between the ITAR-TASS and the Cyprus News Agency, Memoranda on Cooperation between Vneshtorgbank and the Cyprus Stock Exchange as well as between Yuniastrumbank and the Bank of Cyprus were signed.
On April 16, 2009 the Protocol amending the bilateral Agreement on Avoidance of Double Taxation with respect to Taxes on Income and on Capital was signed in Nicosia.
There is Cypriot-Russian Intergovernmental Committee on Trade and Economic Cooperation, which already held four sessions (the last was held on October 11 – 12, 2006 in Nicosia). In January 2008 the Deputy Minister of Economic Development Mrs.Anna Popova, was appointed the new head of the Russian part of the Committee.
There is active cooperation on the regional level between the Republic of Cyprus and the Russian Federation. Strong relationships between districts of Moscow and municipalities of Nicosia were established. The Protocol on Cooperation between the two capitals remains in force. In September 2007 the Protocol on Friendship and Cooperation between the Arbat Region of Moscow and the Municipality of Engomi (Nicosia) was signed.
The cooperation with other Russian regions - Tatarstan, St.Petersburg, Krasnodar Region, etc. – develops steadily. On March 22, 2005 the Memorandum on Cooperation between the Ministry of Trade and Economic Cooperation of the Republic of Tatarstan and the Ministry of Commerce, Industry and Tourism of the Republic of Cyprus was signed.
The relations between Russia and Cyprus in the field of culture and education is developing.The Russian Center of Science and Culture is functioning in Nicosia.
The media of both countries interacts actively. Agreements between television broadcasters and news agencies remain in force. In March 1998 the Agreement on Cooperation between the ITAR-TASS and the Cyprus News Agency was signed in Moscow. The Memorandum on Cooperation between the Press and Information Office of the Republic of Cyprus and the ITAR-TASS News Agency was signed in November 1999 in Nicosia.
Representatives of Russian state authorities took part in international conferences "Terrorism and Electronic Media" (November 6 – 11, 2006) and "Global Financial Crisis and Media" (12 – 15 March 2009).
